The goal of the workshop is to provide decision makers, researchers, and other stakeholders with an understanding of potential for managed aquifer recharge (MAR) in depleted Aquifer systems, especially in Mississippi Delta and California’s Central Valley regions, the effectiveness of MAR as a regional drought resilient strategy, and the potential role of USDA conservation programs in incentivizing groundwater conservation.

More frequent and longer droughts place more demand on groundwater resources in the regions that depend heavily on groundwater for sustaining crop production. Previous research indicates that irrigation efficiency adoption often fails to reduce aquifer depletion and surface reservoirs often lead to strong social and environmental oppositions. These approaches alone are thus unlikely to meet the water demand in the future. Recently, water policy makers focusing on water supply augmentation as a mitigation strategy have shifted efforts toward MAR, which involves capturing excess surface water during non-irrigation periods and putting the water into partially empty aquifers to increase groundwater supply and buffer against future climate extremes such as drought. However, significant gaps in the economics of MAR remain. The workshop will explore new methods, data, and approaches to estimate economics of MAR and the legal, policy and regulatory settings to enable MAR and conjunctive use.
